Purpose

This policy describes how American Professional School (APS) ensures and continuously improves the quality of its competency-based education (CBE) professional credential programs. It covers learning design, delivery, competency demonstration, and outcomes so that programs remain rigorous, professionally relevant, and aligned with the needs of experienced professionals.

APS is committed to maintaining high standards in the design and delivery of the Professional, Master, and Executive pathways and to using evidence from learners, employers, and internal review to drive improvement.

2. Scope

This policy applies to all APS learning activities, programs, competency demonstrations, and supporting processes, whether delivered online, asynchronously, or through any other modality. It covers content development, facilitation, demonstration design and moderation, credential decisions, and the systems used to support learners.

3. Principles

APS quality assurance is guided by the following principles:

Alignment of learning activities and competency demonstrations with clearly defined professional competencies and outcomes

Use of evidence (learner performance, feedback, and professional practice relevance) to inform decisions

Consistency and fairness in competency demonstration and credentialing

Regular review and updating of content to maintain quality, currency, effectiveness, and applicability

Transparent processes and clear accountability

Continuous improvement as an embedded practice rather than a one-time activity

4. Quality in Learning Design

Learning activities and program structures are designed against defined competency frameworks relevant to experienced professionals. Design considerations include:

Clear learning outcomes and competency statements

Logical progression and appropriate challenge for the intended audience

Practical application and real-world relevance

Accessibility and inclusive design

Alignment between learning activities and demonstration tasks

New or substantially revised programs or modules undergo internal review before release to confirm alignment with APS credential standards and professional relevance. The Academic Quality Lead leads or oversees the academic review of new or revised content and demonstration design.

5. Quality in Delivery and Facilitation

Delivery is supported by clear guidance for learners and consistent processes. Where facilitators or subject-matter contributors are involved, APS expects them to:

Hold relevant professional experience and subject expertise

Follow APS program guidelines and demonstration standards

Maintain professional conduct and responsiveness to learner needs

Participate in any required orientation or updates on program changes

Facilitator or contributor performance is monitored through learner feedback, completion of assigned responsibilities, and periodic review.

6. Quality in Competency Demonstration and Outcomes

Competency demonstration is designed to gather valid evidence of mastery. Key quality measures include:

Clear demonstration criteria linked to stated competencies

Consistent application of criteria (including moderation or second review where appropriate for higher-stakes decisions)

Timely and constructive feedback to learners

Secure and accurate recording of demonstration outcomes and credential decisions

Processes for handling demonstration appeals (detailed in the Competency Demonstration, Appeals, and Academic Integrity Policy)

Credential outcomes are reviewed periodically to confirm they reflect demonstrated competency and maintain professional credibility. The Academic Quality Lead leads the academic review of demonstration validity, moderation practices, and credential outcomes.

7. Feedback Collection and Analysis

APS systematically collects feedback to inform improvement. Sources include:

Learner feedback during and at the end of programs (surveys, direct comments, or platform interactions)

Complaints and formal concerns (handled under the Complaints and Feedback Procedure)

Informal input from learners, employers, or other stakeholders

Internal observations from staff involved in delivery or competency demonstration

Feedback is reviewed at regular intervals. Themes, strengths, and areas for improvement are documented and considered in quality reviews. Individual feedback is handled in accordance with the Privacy Policy.

8. Internal Review Cycles

APS conducts structured reviews on the following cycle (or more frequently if triggered by feedback, complaints, or external changes):

Ongoing / monthly: Monitoring of learner progress indicators, support requests, and any immediate operational issues

Quarterly: Review of aggregated feedback, completion rates, demonstration outcomes, and any recurring themes

Annual: Comprehensive review of program content, competency alignment, demonstration practices, facilitator standards, and overall outcomes against professional relevance. The Academic Quality Lead leads the academic components of the annual review (content alignment, demonstration validity, and professional relevance of outcomes).

In addition, APS conducts a periodic internal audit at least annually to evaluate adherence to its own quality assurance processes, policies, and standards for the design, delivery, competency demonstration, and improvement of learning events. The internal audit reviews whether established processes are being followed consistently and identifies any gaps or opportunities for improvement. Findings from all reviews and the internal audit are recorded, and agreed actions are tracked to completion.

9. Content Updating and Currency

APS requires periodic review of program content to confirm its quality, currency, effectiveness, and applicability to the intended professional audience. Content is reviewed at least annually (and more frequently when triggered by feedback, outcomes data, or changes in professional practice) to assess whether materials remain accurate, relevant, effective in supporting learning outcomes, and applicable to current professional needs. The Academic Quality Lead leads the academic review of content quality, currency, and alignment with competencies and learning outcomes.

Updates are prioritized when:

Feedback or outcomes indicate gaps or outdated material

Significant changes occur in the relevant professional domain

Demonstration data shows consistent areas of difficulty that may relate to content or design

Internal review identifies opportunities for improvement in quality, currency, effectiveness, or applicability

Material changes are documented, and affected learners are informed where the change impacts their experience or competency demonstration.

10. Continuous Improvement

Continuous improvement is an ongoing, evidence-based practice at APS. It is not limited to scheduled reviews; it is embedded in the way programs are designed, delivered, demonstrated, and supported. The goal is to systematically identify opportunities to strengthen learning outcomes, professional relevance, learner experience, and operational effectiveness.

APS follows a closed-loop continuous improvement process:

Collect evidence: Gather data from learner feedback, demonstration outcomes, completion rates, complaints, support requests, facilitator observations, and internal audits.

Analyze: Review themes, identify root causes, and distinguish between isolated issues and systemic opportunities for improvement. The Academic Quality Lead leads analysis of academic and demonstration-related evidence.

Prioritize and plan: Determine which improvements will have the greatest impact on quality, currency, effectiveness, or applicability, and assign responsibility and timelines.

Implement: Make targeted changes to content, demonstration design, delivery processes, guidance materials, or support systems.

Monitor and evaluate: Track the effect of changes through subsequent data and feedback to confirm whether the intended improvement was achieved.

Document and share: Record outcomes, lessons learned, and any further actions required. Share relevant findings with staff and contractors involved in design, delivery, or competency demonstration.

Improvement actions may be initiated at any time based on emerging evidence and are not restricted to the annual or quarterly review cycle. Significant improvements are tracked to completion, and their effectiveness is reviewed in the next internal audit or quality review.

11. Roles and Responsibilities

Academic Quality Lead: Leads academic quality assurance, including review of learning design alignment, competency demonstration validity and moderation, content currency and professional relevance, credential outcomes, and the academic components of continuous improvement analysis and annual reviews.

Operations Manager: Overall accountability for quality assurance and continuous improvement processes; oversees operational monitoring, coordinates internal audits, and approves major changes and the annual quality review.

Program / Demonstration Leads (or designated staff): Day-to-day monitoring of delivery and competency demonstration quality; contribute to reviews and implement agreed actions

All staff and contractors involved in design, delivery, or competency demonstration: Follow established standards and contribute feedback or observations that support improvement

12. Records

Quality review records, internal audit findings, continuous improvement action plans, and summaries of feedback analysis are retained in accordance with the Record-Keeping and Retention Policy. These records support internal accountability and may be referenced during external reviews or audits.

13. Review of This Policy

This policy is reviewed at least annually by the Operations Manager, with input from the Academic Quality Lead on academic quality aspects, to ensure it remains effective, practical, and aligned with APS operations and applicable standards for professional learning providers. Updates are version-controlled and communicated to relevant staff.

1.
